If you're terminating the worker for drinking on-the-job, for instance, do not beat around the bush. Also you should have policies on the dismissal procedure and conditions for a lay off. Be clear, you still have a problem as this worker is likely a difficult individual to manage, but this is not a case of insubordination. Considering this person is a liability not only to you, your business and any other driver on the road, you take immediate action. Worried about Terminating that Difficult individual?
